To destroy the Skywalker line Snoke must either tempt Luke through Kylo, or have him die at Kylo's hand. It's unknown if practitioners of the dark side can be rehabilited (per the movies), but I'm doubtful. The goal of Snoke is to destroy the Skywalker line to ensure that the prophecy of the chosen one is never fulfilled. Being Sith could be viewed as a limitation. It would seem that his deceptiveness and force power is the greatest thing we've seen in the cinematic universe, that we just don't know yet. How did Supreme Leader Snoke convince Kylo Ren? Easy, he told him how he cheated death, outperforming Sith abilities, and how he destroyed the Jedi through a pawn. Kylo was his failed apprentice, and killed Han Solo, making it a super charged emotional encounter, that could tempt Luke to fall to hate. Snoke uses Kylo as a tool to bring the dark side out of Luke. Not only does he share Skywalker blood and force sensitivity, but he's also bait for Luke. Supreme Leader Snoke is knowledgeable in the force, since he wants to finalize Kylo Ren's training, and sensed the awakening in the force. If he used Palpatine as a puppet the whole time, we could assume it would be easy for him to fill the void the moment he was out of the picture.

In The Force Awakens, Supreme Leader Snoke, easily brought back a chunk of the Empire, rebranded as The First Order. It is possible that Darth Plagueis fooled Palpatine, and used him as a tool to build the Empire. In Revenge of the Sith, he convinces Anakin to team up to discover just how as a team. Darth Sidious (Emperor Palpatine) told Anakin the story of how Darth Plagueis told him everything he knew to his Sith apprentice before being killed in his sleep.
